This Arthur Hills designed course was opened in 1995 and was built atop the beautiful rolling hills of Carroll County. Hill's natural design philosophy uses the ravines and elevation changes of the terrain to create some of the most challenging and unique golf holes in the area. Water hazards (ponds and streams) come into play on seven holes. The most demanding hole at River Downs is #9, a 224-yard, par 3, requiring a tee shot over a large ravine to the green. In its first year of operation, River Downs Golfers' Club was given an "Honorable Mention " as one of the "Best Courses in the Baltimore/Washington Area" by "Washington Golf Magazine." It is truly one of the "Must Play" courses in the area. Tee times are reserved for the general public seven days in advance. Tournament and outing packages are available. There is also a practice putting green, target range, and full service pro shop available at this club. I have played many courses throughout the years. I was given the oppertunity to ply this course last year and I have been dying to get back. I thouroughly enjoyed this course. From the lay out of the holes to the toughness of each shot. This is definately a course I will keep comming back to year after year. Well done to all of the staff for such a great course.

I have played this course 3 times. As a player who shoots in the 90's, I find it to be very challenging and worth the 25 mile trip from Howard county. If you hit the ball straight, you will score well. If you miss the fairways, this course will eat you alive. The holes are scenic and the course is in superb condition. The service is outstanding.

If you are a beginner or shoot over 100, don't expect to shoot under 100. You must be able to hit to an area and plan for your next shot. If you enjoy a challenge and a few very original hole layouts. This is the course. The course is very fair for a good golfer. The course name is now Francis Scott Key. You will enjoy the course if you can play the game or you will enjoy the course if you just want to go for a scenic walk.
